Russia believes that a moratorium on attacks in the Black Sea, a major grain trading route, will not bring the prospect of a peaceful resolution to the war any closer, Interfax quoted deputy foreign minister Alexander Grushko as saying.
Both Russia and Ukraine have been pounding each other’s export terminals and grain-carrying vessels in the Black Sea in an escalation that has created the biggest risks to Black Sea trade in the 4-1/2 years of the war.
Turkey’s Foreign Minister Hakan Fidan said on August 31 that Turkey had prepared a plan for the safe passage of grain through the Black Sea and was working on an agreement similar to the 2022 grain deal to allow safe exports.

A fire broke out at Russia’s Baltic port of Ust-Luga following a drone attack, the regional governor said.
«Damage has been recorded in the Ust-Luga port area as a result of the drone attack, and there is a fire,» Leningrad regional Governor Aleksandr Drozdenko said on Telegram, adding that «efforts to repel the attack continue».
Ukraine has repeatedly attacked the port of Ust-Luga – one of the most important export hubs for oil in western Russia.

A Ukrainian air attack has damaged civilian facilities in Russia’s Samara region, its Governor Vyacheslav Fedorishchev said on Telegram, adding that there appeared to be no fatalities.
The Samara region, on the Volga river, is home to a number of Russia’s major oil refineries.
Kyiv has repeatedly hammered Russia’s oil and energy infrastructure in recent months in the hope of throttling the lucrative fossil fuel exports that partly fund Moscow’s advance.
‘Massive’ Russian air attack on Kyiv kills eight people
A «massive» Russian attack killed at least eight people in Kyiv overnight, including seven at a railways depot, officials said.
Kyiv Mayor Vitali Klitschko said eight people were killed and five wounded, including two children, in the overnight bombardment, which included ballistic missiles and drones.
Oleksandr Pertsovskyi, chief executive of Ukrainian Railways, said a missile hit a railway depot and other railway facilities in Kyiv.
«The ballistic strike took the lives of 7 people, 6 of whom were our employees,» he said, adding that another railway worker had been hospitalised.
One person was killed in strikes in Boryspil, east of Kyiv, regional officials said.
Russia’s defence ministry said its forces had carried out a «massive strike» using long-range weapons and attack drones, targeting what it described as military-industrial and fuel and energy facilities in Kyiv and the surrounding region.
